On October 10, 2012, entrusted by victim Li Jianli (who had been seriously injured by anti-Japanese demonstrators for driving a Japanese car) of the Sept. 15 event in Xi’an, Dacheng attorney Duan Wanjin represented Li in bringing a lawsuit against the Public Security Bureau of Xi’an on account of its administrative inaction in the course of the event. The lawsuit, which was presented to the Lianhu District Court of Xi’an, caused quite a stir in and outside China, attracting attention from most Chinese media outlets as well as foreign media. Attorney Duan was even invited to an interview by “News 1+1”, a CCTV News channel program, and broadcasted on prime time in the evening of October 11.
The Public Security Bureau of Xi’an, having been exposed to public media for its inaction, promptly started a negotiation with the victim. The two parties resolved their disputes by reaching a compensation arrangement with Li withdrawing his lawsuit from the court.
