On March 27, 2026, Asian Legal Business (ALB), a leading international legal media, released the “2026 ALB China Regional Ranking: Circum-Bohai Sea Region – Firms, Managing Partners, Client Choice Lawyers”. Circum-Bohai Sea Region Managing Partner
Zhang Haishui is a senior partner of Dacheng Law Offices, Director and Chairman of the Board of Directors of Dacheng Shijiazhuang Office, and holds a Master of Laws degree from Peking University. He focuses on criminal defense for duty-related and economic crimes, dispute resolution in major and complex civil cases, legal counsel for government agencies and enterprises, corporate restructuring and non-performing asset disposal and management, as well as corporate M&A and restructuring.
As office director, Mr. Zhang attaches great importance to firm culture, upholds the people-oriented philosophy, and fosters a culture of “unity, collaboration, endeavor and win-win results”. In terms of development strategy, he stays client- and market-oriented, and promotes the orderly development of professional construction, human resources, young lawyer development and other work. He proactively serves the overall national and local priorities, fulfills social responsibilities and conducts pro bono services, achieving fruitful results. The scale and revenue of the office have long ranked among the top in Hebei Province, winning wide acclaim from all sectors of society.
Additionally, Mr. Zhang serves as a member of the Hebei Provincial Administrative Reconsideration Committee, an expert advisor to the Standing Committee of the Hebei Provincial People’s Congress, and a visiting professor at several universities. He actively participates in legal construction and pro bono legal services, injecting strong impetus into industrial development and regional rule of law progress with professional dedication.

Wang Xianhui is a senior partner of Dacheng Law Offices, Co-leader of Dacheng’s Intellectual Property and Technology Innovation Committee, Director of the Intellectual Property and Technology Innovation Practice Group and Director of the Intellectual Property Research Center of Dacheng Shijiazhuang Office. He is a first-class lawyer and patent attorney. With more than ten years of practice in intellectual property, competition and antitrust law, Mr. Wang has extensive practical experience. Cases handled by him have been selected as annual typical IP cases by the Supreme People’s Court, the Higher People’s Courts of Hubei, Hebei, Heilongjiang and Shandong Provinces, and the Intermediate People’s Court of Shijiazhuang. He was recommended as an IP lawyer in The Legal 500 2025 and 2026, and awarded “Brand Star of Competition Law 2025 – Ingenious Lawyer” and “Top 20 IP (Trademark) Lawyers 2025” by Lvxinshe.
Mr. Wang Xianhui is the author of several monographs, including Research on Litigation Practice of Trade Secret Protection, Compilation of Intellectual Property Adjudication Rules and Essentials, 80 Hot Issues in Intellectual Property, and Typical Intellectual Property Cases and Practical Analysis.
Zhao Yinwei is a senior partner of Dacheng Law Offices and Chairman of the Board of Directors of Dacheng Shenyang Office. She is a member of the Expert Pool of External Directors of the State-owned Assets Supervision and Administration Commission of Liaoning Province, a member of the Expert Pool for Listing Review of Liaoning Province, and an arbitrator of the Shenyang Arbitration Commission and Dalian International Arbitration Institute. Ms. Zhao was ranked Band 3 in Corporate/Commercial: Liaoning by Chambers Greater China Region Guide 2024–2025, Band 2 in Corporate/Commercial: Liaoning by Chambers Greater China Region Guide 2026, and awarded “Brand Star of Corporate and Commercial Law 2025 – Leading Lawyer”, “Recommended Lawyer for Major Clients 2025”, “LegalOne China Top 100 Practitioners 2025 – Corporate and Commercial”, and “Top 30 Outstanding Female Lawyers 2025” by Lvxinshe.
Ms. Zhao specializes in legal services for corporate governance, M&A and restructuring, state-owned property rights transactions, SOE restructuring, bankruptcy reorganization, securities and capital markets, finance, construction projects, and major civil and commercial dispute resolution. She has led landmark projects including the RMB 6 billion debt-to-equity swap of Shenyang Machine Tool, the public offering of convertible bonds and private placement of Wellhope Foods, and the major asset restructuring of Jinbei Automobile. The real right confirmation case she represented was selected as a Supreme People’s Court Gazette Case.
As ALB’s first regional ranking of 2026, the list again highlights outstanding law firms and lawyers in the Circum-Bohai Sea Region (Liaoning, Hebei, Shandong and Tianjin).
