Mr. Guisheng Yang is a Senior Partner at Dacheng China, an International Registered Legal Consultant and a Geological Engineer. He serves as Legal Counsel to the Ministry of Natural Resources of the People's Republic of China and the Ministry of Housing and Urban-Rural Development of the People's Republic of China. He is the Lead of Dacheng' Real Estate, Construction and Energy Practice Committee and the Lead of the Energy, Natural Resources and Environment Industry Committee. He also acts as a Practical Tutor for Master of Laws students at the Law School of Renmin University of China. Prior to his legal career, Mr. Yang worked in geological and mineral research at China National Nuclear Corporation (CNNC) for seven years. He has extensive practice experience in domestic and cross-border investment and M&A in mining and energy sectors, commercial and administrative dispute resolution, and construction engineering. He has handled more than 600 litigation and non-litigation legal matters, with rich experience in organizing and coordinating major domestic and international legal service projects.
As legal counsel to numerous central SOEs, listed companies and large domestic and international enterprise groups in the mining and energy sectors, Mr. Yang has been invited to deliver keynote speeches at major domestic and international mining summits, including the China International Mining Conference 2015, the 8th China-ASEAN Mining Cooperation Forum and Exhibition 2017, and the Asian Mining Innovation and Development Summit 2020. He maintains close cooperation with law firms, accounting firms and investment banks in multiple countries and regions.
With a solid foundation in legal theory and civil and commercial law, Mr. Yang has presided over or participated in numerous major legislative activities, providing legal opinions on the revision of regulations and policies for the Ministry of Natural Resources (formerly the Ministry of Land and Resources). He has authored several monographs including Country-by-Country Legal Risk Assessment Report for ASEAN and Legal Practice and Case Analysis of Global Mining and Energy Investment and M&A, and has published more than 30 legal and geological professional articles in publications such as LexisNexis, Wolters Kluwer, China Lawyer, China Investment Forum, China Mining News, Mineral Exploration, China Nonferrous Metals News, China Enterprise News, China Gold News, China Intellectual Property News and Uranium Geology.
