Introduction

Ms. Hongmei Liu worked for China Customs for over a decade and has rich experience with Customs-related issues, provides full-chain cross-border import/export legal services, including: 1) frame design of bulk goods trade; 2) drafting and amending international trade contracts; 3) early investigation and identification of potential risks of import and export business; 4) classification of HS codes, identification of customs origin, and calculation of declared values; 5) legal and tariff consultation of cross-border e-commerce; 6) analyzing whether an import/export license is required, and if yes, assisting in applying for it; 7) legal consultation related to shipping, insurance, rapid customs clearance and intellectual property protection of import and export goods; 8) protection of individuals’ rights when entering and/or leaving the Customs territory; 9) enterprises’ rights protection at the stage of inspection, investigation, trial, appeal, and execution of Customs administrative cases; and 10) criminal defense of smuggling cases in the stage of investigation and trial.
Ms. Liu obtained her LLM (with Honors & Pro Bono Medal) from Emory University in the U.S. After joining Dacheng Beijing in May 2019, Ms. Liu has provided legal service in the fields of export controls, economic sanctions, anti-corruption, etc. to PRC’s Ministry of Commerce, China Council for the Promotion of International Trade (CCPIT), and dozens of top Chinese enterprises, including Huawei, SMIC, Bytedance, Tencent, Alibaba, Lenovo, Seyond; China Merchants Group, Petro China, Sinopec, China Three Gorges; Huatai Securities, ICBC, Ping An P&Cs Insurance; Sinotrans, COSCO, etc.
Ms. Liu specializes in the following lgeal practice of sanctions and export controls: 1) Interpret the legislative, enforcement, and judicial dynamics of China, US, and EU, analyze and predict the trends of sanctions and export controls; 2) Assist clients in building or improving compliance practice, guidelines, warranties, etc., and embedding compliance nodes and external blacklist systems into clients' OA systems; 3) Handle specialized issues such as ECCN classification, sanction risks analysis for specific transactions, etc.; 4) Assist clients in responding to inquiries from the US authorities; 5) Assist clients in submitting comments and license applications regarding export controls to both China and the US; and 6) Represent clients in applying for removal from blacklists, etc.
