Dr. Deng specializes in competition/antitrust, data/privacy protection and dispute resolution. He received his PhD degree in International Economic Law from the University of International Business and Economics (UIBE). He is the Chair of Dacheng Competition and Antitrust Practice and a Data Compliance Standards expert of the China Industrial Control Systems Cyber Emergency Response Team (CICS).

Since as early as 2004, Dr. Deng has been participating in China’s antitrust legislation and providing domestic and foreign clients with legal service. As an antitrust lawyer with extensive hands-on experience, Dr. Deng has handled more than a hundred of antitrust filings for domestic and cross-border M&A transactions and has assisted a company to cope with the first failure-to-notify investigation involving VIE structure. Dr. Deng has represented a number of multinational and domestic corporations to cope with investigations on monopoly agreements and abuse of dominance brought by Chinese anti-monopoly law enforcement authorities. He has abundant practice experience regarding complex antitrust civil litigations such as abuse of IP rights. Furthermore, Dr. Deng has provided legal advice on antitrust risks for multiple commercial transactions, and has assisted a multitude of large multinational corporations, SOEs, private domestic companies and industry associations to establish antitrust compliance systems.

Since 2012, Dr. Deng has engaged in the cybersecurity and data protection legal practice. In the emerging field of data protection, Dr. Deng is one of the few lawyers with extensive experiences in China. Based on a deep understanding of China’s cybersecurity, data and privacy protection legal system, he has advised numerous domestic and foreign clients on establishing compliance systems, designing business models, and coping with administrative investigations and civil litigations. He has also assisted various clients in legal issues such as the collection and processing of enterprises’ data and employees’ data, privacy protection, and cross-border data transfer.

Dr. Deng has been recognized by Chambers & Partners as one of the “Leading Lawyers for Antitrust Practice in Asia-Pacific” for ten consecutive years (2014-2023). He has also been recognized as “China’s top antitrust lawyer” by Who’s Who Legal, LEGALBAND, Legal 500, Global Competition Review, China Business Law Journal, IFLR 1000, Asialaw, etc., and was awarded as “Top 15 Data Privacy Lawyers 2021” by ACE LEGALTECH AWARDS. Dr. Deng was one of the major contributors to the Data Compliance Audit Guidelines as released in 2024.

Dr. Deng is a member of the Merger Control Expert Panel of the International Chamber of Commerce (ICC) on Competition Commission, a legal associate of the Competition and Regulation European Summer School (CRESSE), a member of the Antitrust Expert Panel of the Beijing Municipal Administration for Market Regulation, a member of the Legal Team of China Consumers Association, a member of the Professional Technical Committee of the China Cybersecurity Review and Certification Center (CCRC), a Data Compliance Standards expert of the CICS, a member of the Personal Information Protection Panel of Cyber Security Association of China, a member of the China Law Society Cyber and Information Law Society, an external research supervisor of graduate students at Renmin University of China, UIBE and Beijing Foreign Studies University, and a researcher of the Competition Law and Industrial Development Research Center at Jinan University.
