Delegation of Brazilian Bar Association Visit Dacheng

On June 3 2014, a delegation of the Brazilian Bar Association, led by Luiz Tarcisio Teixeira Ferreira, head of the Association’s department of Coordination for the BRICs, USA and Italy, visited the head office of Dacheng. The delegation was accompanied by director-general Gu Zhaomin and deputy director Pan Xinyan of Overseas Liaison Department of China Law Society and was received by Ma Jiangtao, senior partner and deputy head of Dacheng’s standing committee and senior partner Zhu Yongrui.

The Brazilian Bar Association is a national bar association. Since in 2008 when China Law Society established relations with the Brazilian Bar Association, the two sides maintain regular communications and cooperation with each other. This was the first time the Association visited China.

According to the delegation, the most promising areas to invest in Brasil include infrastructure, ports, railway, airports, highway and energy, with infrastructure being the most starved for foreign fund. An earlier IMF research showed that the greatest obstacle in investing in Brazil was its legal environment. However, since the new Constitution took effect in 1988, Brazil’s judicial system has been greatly improved, and so has its legal environment for investors. The delegation said that China and Brazil were both big developing countries and there existed broad consensus and common interests in some of key concerns of the international community;  there was therefore a lot of room for cooperation. 

Legal issue is also the primary concern of inbound investors from Brazil who are mostly unfamiliar with Chinese legal regime and investment policies. The delegation hoped that they could deepen understanding of Chinese laws via exchanges with China Law Society and Chinese law firms.

Mr. Ma Jiangtao gave a brief introduction to Dacheng and expressed willingness to exchange information on a long-term, regular and effective basis. He also expressed thanks to China Law Society for coordinating the visit. The Brazilian delegation extended invitation to Dacheng for the BRICS Law Forum and Latin America Law Forum to be held in Brazil in the second half of this year. After the meeting, Ma entertained the delegation on behalf of Dacheng.
