On January 8, 2014, a legislative seminar on outbound travel regulations backed by the State council was held at the Jinyan Hotel of Xiamen. Over thirty people were convened by National Tourism Administration, including officials from the municipality of Xiamen, district tourism bureaus, tourism quality supervision bodies, scholars from Xiamen University and staff of travel agencies. Attorney Zhang Hongming from Dacheng Xiamen office was invited to the seminar as standing legal counsel for Xiamen Tourism Bureau.
The participants put forward suggestions for revision from a variety of perspectives, based on their understanding of the problems in real-life outbound travel and the insufficiencies in the draft regulations. Mr. Zhang’s suggestions were echoed by many and were highly regarded by officials from the National Tourism Administration.
