Dacheng Zhuhai Office Commences for Business

On May 11 2013, a grand ceremony was held at Zhuhai International Conference Center to celebrate the commencement of business of Dacheng’s newly established office in Zhuhai.
 
Present at the ceremony were: leaders from the Management Committee of Hengqin New Area, the Politics and Law Committee of Zhuhai, Zhuhai Bureau of Justice, Zhuhai Arbitration Committee, Zhuhai Lawyers Association; guests from branches of Wing Hang Bank, Standard Chartered, Industrial Bank in Zhuhai, the Anhui Chamber of Commerce representative office in Guangdong, Guangdong Rising Assets Management Co. Ltd., Zhuhai Hongfan Holdings Ltd., and Galaxy Macau Entertainment Group; Dacheng managing partner and management committee chairman Wang Zhongde, Dacheng supervision committee director Ma Jiangtao, and colleagues from Dacheng offices in Shanghai, Guangzhou, Hong Kong, Shenzhen, Haikou, Fuzhou, Nanning and Changsha; counterparts from law firms at home and abroad, including U.S.-based Frederick W. Hong Law Offices, Hong Kong-based Ford. Kwan & Co. Solicitors & Notaries and Patrick Mak & Tse Solicitors, Zhuhai-based D & S Law Firm and Guangdong-based Asian-Pacific Time Law Firm’s Zhuhai office. In the presence of over a hundred leaders and guests, Wang Zhongde, Ma Jiangtao and partners from the office together unveiled the nameplate, thus officially announcing the office’s commencement of business.
 
Following the unveiling ceremony, lectures related to finance were given by legal professionals to people interested in conducting business in Hengqin Special Economic Zone. By far, the one-day ceremony ended in a resounding success.
 
The new office has been established at a critical, strategic moment. Zhuhai is a core city on the west bank of the Pearl River Delta. More importantly, its Hengqin New Area has been designated by the central government as a pilot area for experimenting on a new “one country, two systems” cooperative model among Guangdong, Hong Kong and Macau. On January 10, 2009, the then vice-president Xi Jinping declared that the Central Committee of CPC had decided to exploit Hengqin Island. On July 14, 2011, an official announcement was issued from the State Council that Hengqin New Area would enjoy more preferential policies than other Special Economic Zones. The government prioritizes seven industries in the region, including financial services, commercial services, leisure and tourism, cultural and creative industry, high and new technology, science and education R&D, and TCM health care. Hengqin New Area is the most open and institutionally relaxed city in Chinese mainland, thus allowing the greatest room for innovation. The provincial government is entitled to part of its economic management power.
 
Since Dacheng gained the permission to set up an office in Zhuhai last year, our attorneys have been actively taking part in the development of the Area. They’ve built close relationships with the management committee of the Area and undertaken or participated in institutional and policy innovations concerning the financial system, commercial registration system, administrative approval system for construction projects and corporate information disclosure system reform. In the future, Dacheng Zhuhai Office will, catering to the developmental needs of Zhuhai Municipality and Hengqin New Area, commit itself to delivering expert, all-round, quality and efficient legal services. Meanwhile, it will advise peers and clients on capital markets transactions and financial innovation, including the set-up of local transaction platforms, e-commerce of staple commodities, offshore banking, cross-border RMB settlement, cross-border RMB loan (experimental) and cross-border collateral-backed financing, as well as special legal matters involving compatriots from Hong Kong and Macau, such as investment, financing, and subsidies for individual income tax.
